Updated! Voting Information for International Residents in the Municipal Elections

Not a Finnish citizen? You may still have the right to vote in the upcoming Helsinki municipal elections on 13 June 2021! The advance voting is happening from 26 May to 8 June in Finland and from 2 to 5 June abroad.


Municipal elections are held every four years to elect members to the Helsinki City Council. The City Council decides on the most important issues for the city of Helsinki, including on issues around social services, education services, budget appropriations, and more. The City Council is made up of 85 permanent members and 85 deputy members, and supported by committees that focus on specific issues, such as culture and leisure.


Many people can vote in the municipal elections, including citizens of other countries.

If you are a citizen of the EU or a Nordic country, you can vote in the Helsinki municipal elections if:

  • you are 18 or older on the day of the election and

  • have established residence (kotikunta) in Helsinki by 23 April 2021, aka 51 days before the election.

If you are citizen of another country, you can vote in the Helsinki municipal elections if:

  • you have lived in Finland for 2 years,

  • you are 18 or older on the day of the election, and

  • have established residence (kotikunta) in Helsinki by 23 April 2021.

If you are employed by the EU or an international organization based in Finland, you can vote in the Helsinki municipal elections if:

  • you habitually reside in Helsinki by 23 April 2021,

  • you are 18 or older on the day of election,

  • you have provided your personal information to the Population Information System and submitted a written notification of your wish to exercise your right to vote by 22 April 2021 (aka on the 52nd day before the election day)

If you are eligible to vote, you will receive a notice by mail informing you of your right to vote and providing information on your election day polling station and on advance voting arrangements.

The 2021 Municipal elections were moved from April 18th to Sunday, June 13th 2021. Polling stations are open between 9-20.

Advance voting will take place between May 26th to June 8th. You can vote in any of the advance voting polling stations. Voting is easy! All you need to do is bring an identity card – such as a police-issued ID, passport, or driver’s license – to the polling station. You may wish to bring your notice of right to vote if you vote in advance, but it’s not necessary.

To vote, you simply write the number of your candidate (mine is 841, btw) in the ballot given to you at the polling station. Make sure you don’t write anything else on the ballot - this may invalidate your ballot. Once you’re done, fold your ballot with the number facing in and return your ballot to the election official who will stamp it. You will then put your ballot in an envelop and drop it in the ballot box!
